Stretch seems to have SIP 4.18, but PyQt5.7.1 needs SIP 4.19, so build from source. SIP is a Python/C++ bindings generator used to build the bindings for PyQt. While PyQt4 is available for Python 2 as well as Python 3, PyQt5 can be used along with Python 3.* only. I dont know if this is necessary, I already had it installed sudo apt-get install libpython-dev. Note that there are two versions of PyQt that are available namely, PyQt 4.8 and PyQt 5.5.
